I believe this is a bug.
The correct behavior would likely be to retrigger the sample on sequencer restart, even though trigger is disabled, in the case where loop mode is enabled.

I think the main reason for this decision is more historical, and because it made sense for amp envelopes. However, you can easily invert it by turning the out slider on the ADSR (or any modulator for that matter) all the way down, and that will switch the ADSR to run in unipolar 0..1 range. Not sur...

BTW: Also, while I see why you would want to use the HFO for making a kick drum, an alternative way is to use a regular Osc1, set to Sine, and then modulate its frequency using an envelope. Weird, disabling UAC should do it, but if your vst install folder is inside a "Program Files" path, please try to install the synth into a different folder you create, that isn't protected by the OS.
